If the patient is sure that the ambulance comes for a certain short period of time, the hospital formed by a comfortable environment and accommodation and treatment process is provided by leading experts, and the rehabilitation period is under the supervision of qualified – only then we can determine the value of healthcare for the patient as the main subject of its operation.

But from the view of employees as internal elements of the system its value defined from the principles of management. The head of the hospital, like any other business unit should have the following qualities: professionalism, high responsibility, personal dignity. Moreover, it conveys a sense of new skills and go for a reasonable risk, creatively solve problems, courage in making decisions. He should be flexible, have the understanding of the situation and new needs, a sense of time and events. He must have a high efficiency, constant desire to be the best and to do work qualitatively, have communication skills and ability to establish contacts. He also should have fair attention to subordinates.

The leader of the health care system should also comprehend the principle of quality staff that provides medical care and medical equipment. However, as a medical leader he must understand that the priority system is patient and public health.


Therefore, the leader of the medical institution must conduct symbiosis and crossing-over between clinical significance and management personnel and substructures. In any case, human life and health are the highest moral value that determines the development of all other services that work for its implementation.

Organization of the appropriate level health care quality –is one of the most important functions of the head, which requires appropriate knowledge, skills and abilities. However, the director, as well as the structure of the health system in a whole, has to remember that the highest value is human health. The task of health care is to provide people with quality services for prevention of diseases and patient’s rehabilitation.
