The health care system is a particular service that provides not goods proposal, but implementation of methods and treatment process individually at each clinical situation. The organization of health care involves the formation of hierarchical subordination and related systems and interaction. The concept of the system lies in a constant state of partial reform depending on the development of related industries - pharmaceutical, medical equipment, medical education (Bronshteyn, 2012). Thus, the purpose of this study is to show the significant role of value and leadership in a system of healthcare organizations.
The Meaning of Value in Healthcare
Patient’s Value of Healthcare
The values of the health care system are focused on the health of the patient. However, the system operation requires consideration of a number of segmental and related processes - from direct treatment process to the management staff of hospitals. Therefore, the value of the system is a prevailing algorithm for providing services focused on human health determined by the efficiency of the system (Gray, 2003). It means that the quality of drugs and experienced doctor is not an indicator of an efficient health care system. The effectiveness of the system is defined by the interaction of its components. If the patient is sure that the ambulance comes for a certain short period of time, the hospital formed by a comfortable environment and accommodation and treatment process is provided by leading experts, and the rehabilitation period is under the supervision of qualified - only then we can determine the value of healthcare for the patient as the main subject of its operation.
Employee’s Values of Healthcare
From another point of view, medical system is a scheme for determining the value of its workers provided with appropriate conditions. But from the view of employees as internal elements of the system its value defined from the principles of management. Real health services are the set of medical technology, medical equipment, and methods of medical activity, drugs, drug exposure and prevention. And this market requires their peculiar structuring.
Determination of Leadership Institute in Healthcare System
Organization of the health system provides first unit management personnel, the so-called managerial leadership institute. The leader must be familiar with conceptual approach to healthcare quality management, as well as the basic tenets of the theory and practice of quality management. To understand the nature of health department the leader should be familiar with the historical transformation of consistent quality management in health care, traditional approaches (accreditation of health facilities, licensing of medical practice, certification experts, standardization of diagnostic and treatment process) (Nilsson and Fur?ker, 2011). He must have knowledge of the latest technology and techniques of quality management (risk management in health care, clinical and economic analysis, evaluation of medical technologies, clinical audit, and management innovation in the system quality, organizational culture and human resource management, self-management).
The leader’s value of the health system is ready for continuous reform and adaptation of national systems of financial and material support (Edmonstone, 2008). The head of the hospital, like any other business unit should have the following qualities: professionalism, high responsibility, personal dignity. Moreover, it conveys a sense of new skills and go for a reasonable risk, creatively solve problems, courage in making decisions. He should be flexible, have the understanding of the situation and new needs, a sense of time and events. He must have a high efficiency, constant desire to be the best and to do work qualitatively, have communication skills and ability to establish contacts. He also should have fair attention to subordinates.
The leader of the health care system should also comprehend the principle of quality staff that provides medical care and medical equipment. However, as a medical leader he must understand that the priority system is patient and public health.
Therefore, the leader of the medical institution must conduct symbiosis and crossing-over between clinical significance and management personnel and substructures. In any case, human life and health are the highest moral value that determines the development of all other services that work for its implementation.
Organization of the appropriate level health care quality –is one of the most important functions of the head, which requires appropriate knowledge, skills and abilities. However, the director, as well as the structure of the health system in a whole, has to remember that the highest value is human health. The task of health care is to provide people with quality services for prevention of diseases and patient’s rehabilitation.
